Precision targeting of specific white matter bundles that traverse the subcallosal cingulate has been linked to efficacy of deep brain stimulation for treatment resistant depression. Methods to confirm optimal target engagement in this heterogenous region are now critical to establish an objective treatment protocol. As yet unexamined are the time-frequency features of the SCC evoked potential, including spectral power and phase-clustering. We examined these spectral features—evoked power and phase clustering—in a sample of TRD patients with implanted SCC stimulators. Electroencephalogram was (...) recorded during wakeful rest. Location of electrical stimulation in the SCC target region was the experimental manipulation. EEG was analyzed at the surface level with an average reference for a cluster of frontal sensors and at a time window identified by prior study. Morlet wavelets generated indices of evoked power and inter-trial phase clustering. Enhanced phase clustering at theta frequency was observed in every subject and was significantly correlated with SCC-EP magnitude, but only during left SCC stimulation. Stimulation to dorsal SCC evinced stronger phase clustering than ventral SCC. There was a weak correlation between phase clustering and white matter density. An increase in evoked delta power was also coincident with SCC-EP, but was less consistent across participants. DBS evoked time-frequency features index mm-scale changes to the location of stimulation in the SCC target region and correlate with structural characteristics implicated in treatment optimization. Results also imply a shared generative mechanism between evoked potentials evinced by electrical stimulation and evoked potentials evinced by auditory/visual stimuli and behavioral tasks. Understanding how current injection impacts downstream cortical activity is essential to building new technologies that adapt treatment parameters to individual differences in neurophysiology. This article describes the historical emergence of vital systems security, analyzing it as a significant mutation in biopolitical modernity. The story begins in the early 20th century, when planners and policy-makers recognized the increasing dependence of collective life on interlinked systems such as transportation, electricity, and water. Over the following decades, new security mechanisms were invented to mitigate the vulnerability of these vital systems. While these techniques were initially developed as part of Cold War preparedness for nuclear war, they eventually (...) migrated to domains beyond national security to address a range of anticipated emergencies, such as large-scale natural disasters, pandemic disease outbreaks, and disruptions of critical infrastructure. In these various contexts, vital systems security operates as a form of reflexive biopolitics, managing risks that have arisen as the result of modernization processes. This analysis sheds new light on current discussions of the government of emergency and ‘states of exception’. Vital systems security does not require recourse to extraordinary executive powers. Rather, as an anticipatory technology for mitigating vulnerabilities and closing gaps in preparedness, it provides a ready-to-hand toolkit for administering emergencies as a normal part of constitutional government. Golsan Texas A &M University Although the Girardian concept of the scapegoat and its attendant phenomena have a number of obvious implications for the study of fascism, to date the connection has been addressed only in broadly theoretical terms. In Des Choses cachées and in subsequent works, René Girard has alluded to modern political scapegoating such as (...) the Nazi persecution of the Jews as examples of mass victimizations where the enormous number of victims represents an effort to compensate for the failure of the scapegoating process itself in the wake of Christian revelation.1 While the victims are initially vilified, they are not sacralized after their sacrifice, and order is maintained only so long as a steady stream of victims is forthcoming. As Andrew McKenna explains in Violence and Difference, "with the passing of the sacred order, of the sacred tout court, sacrifice becomes less and less capable of uniting the community and therefore demands more and more victims... the decline of symbolic violence brings an increase of real victims; their quantity mounts in inverse proportion to the ritual efficacy of sacrifice, and victimage appears more and more gratuitous" (159-60). Moreover, McKenna continues, victimage of this sort becomes increasingly untraceable, rootless, and it is this aspect of official Nazi anti-Semitism, for example, which allowed many Nazis in their postwar trials to proclaim their innocence for their roles in the Final Solution by insisting that they were "only following orders" (162-3). 1 See Things Hidden 128-9. Drieu, Céline: French Fascism173 These observations certainly help to illuminate the role of scapegoating in Nazi racial politics and in the Holocaust in particular. They are less helpful, however, in understanding other paradigms of fascism in which antiSemitism did not play as central a role or in cases in which fascist ideology was not synonymous with government policy or political hegemony. The role of scapegoating in Italian Fascism, for example, is more difficult to ascertain than it is in Nazism because anti-Semitism was less crucial as a means of establishing social cohesiveness, at least until Nazi influence became predominant during World War II (Soucy xviii). In France, the presence of a number of fascist movements from the twenties through the end of the Occupation, and the absence of an autonomous fascist state during the same period, make the task of assessing the role of scapegoating even more difficult. This is especially true in light of the fact that a number of French fascist movements were not anti-Semitic, at least until it became expedient to be so to curry favor with the Nazis. In French Fascism: The First Wave, Robert Soucy notes that during the interwar years, fascist groups including "the Jeunesse Patriotes, the Croix de Feu and the Faisceau... welcomed Jews into their ranks" (xviii). The lack of a consistent attitude towards the Jews is, in fact, just one of several points of divergence among French fascists and fascist groups prior to World War Two. As a result, historians and political theorists who have studied French fascism have strongly disagreed as to its origins as well as its basic ideology. In Neither Right nor Left: Fascist Ideology in France, Zeev Sternhell argues that "the history of fascism can be described as a continuous attempt to revise marxism and create a national form of socialism" (20). Soucy, on the other hand, insists that on many of the most important social and political issues, including "taxation, government spending, nationalization, property rights, class conflict, religion, education, and foreign policy, French Fascism was overwhelmingly conservative" (xi). Other historians, especially among the French themselves, have gone so far as to insist that there is no such thing as French fascism, that such a creature, if it existed at all, was merely an import, a watered-down version of Nazism or Italian Fascism.2 If no consensus as to the nature or even the existence of French fascism can be reached by analyzing the programs... Some postcolonial theorists argue that the idea of a single system of belief known as "Hinduism" is a creation of nineteenth-century British imperialists. Andrew J. Nicholson introduces another perspective: although a unified Hindu identity is not as ancient as some Hindus claim, it has its roots in innovations within South Asian philosophy from the fourteenth to seventeenth centuries. During this time, thinkers treated the philosophies of Vedanta, Samkhya, and Yoga, along with the worshippers of Visnu, Siva, and Sakti, as (...) belonging to a single system of belief and practice. Instead of seeing such groups as separate and contradictory, they re-envisioned them as separate rivers leading to the ocean of Brahman, the ultimate reality. Drawing on the writings of philosophers from late medieval and early modern traditions, including Vijnanabhiksu, Madhava, and Madhusudana Sarasvati, Nicholson shows how influential thinkers portrayed Vedanta philosophy as the ultimate unifier of diverse belief systems. This project paved the way for the work of later Hindu reformers, such as Vivekananda, Radhakrishnan, and Gandhi, whose teachings promoted the notion that all world religions belong to a single spiritual unity. In his study, Nicholson also critiques the way in which Eurocentric concepts—like monism and dualism, idealism and realism, theism and atheism, and orthodoxy and heterodoxy—have come to dominate modern discourses on Indian philosophy. There are two kinds of time bias: near bias and future bias. While philosophers typically hold that near bias is rationally impermissible, many hold that future bias is rationally permissible. Call this normative hybridism. According to arbitrariness objections, certain patterns of preference are rationally impermissible because they are arbitrary. While arbitrariness objections have been leveled against both near bias and future bias, the kind of arbitrariness in question has been different. In this article we investigate whether there are forms of (...) arbitrariness that are common to both kinds of preferences and, hence, whether there are versions of the arbitrariness objection that are objections to both near bias and future bias. If there are, then this might go some way toward undermining normative hybridism and to defending thoroughgoing time-neutralism. (shrink)

Empirical investigation of the conditions under which people prefer, or disprefer, causal explanation, has suggested to many that our judgements about what causally explains what are context-sensitive in a number of ways. This has led many to suppose that whether or not a causal explanation obtains depends on contextual factors: that causal explanation is context-sensitive. Surprisingly, most accounts of metaphysical explanation, by contrast, suppose it to be context insensitive. Only recently have accounts been developed of metaphysical explanation on which it (...) is context-sensitive. To date, however, there is no empirical evidence about the context sensitivity of metaphysical explanation. In what follows we test the judgements of non-philosophers, and find that amongst non-philosophers, at least, metaphysical explanations are context-sensitive. We then consider the implications of this finding for theorising about metaphysical explanation. (shrink)

Cerebral organoid models in-of-themselves are considered as an alternative to research animal models. But their developmental and biological limitations currently inhibit the probability that organoids can fully replace animal models. Furthermore, these organoid limitations have, somewhat ironically, brought researchers back to the animal model via xenotransplantation, thus creating hybrids and chimeras. In addition to attempting to study and overcome cerebral organoid limitations, transplanting cerebral organoids into animal models brings an opportunity to observe behavioral changes in the animal itself. Traditional animal (...) ethics frameworks, such as the well-known three Rs (reduce, refine, and replace), have previously addressed chimeras and xenotransplantation of tissue. But these frameworks have yet to completely assess the neural-chimeric possibilities. And while the three Rs framework was a historical landmark in animal ethics, there are identifiable gaps in the framework that require attention. The authors propose to utilize an expanded three Rs framework initially developed by David DeGrazia and Tom L. Beauchamp, known as the Six Principles (6Ps). This framework aims to expand upon the three Rs, fill in the gaps, and be a practical means for assessing animal ethical issues like that of neural-chimeras and cerebral organoid xenotransplantation. The scope of this 6Ps application will focus on two separate but recent studies, which were published in 2019 and 2020. First, they consider a study wherein cerebral organoids were grown from donors with Down syndrome and from neurotypical donors. After these organoids were grown and studied, they were then surgically implanted into mouse models to observe the physiological effects and any behavioral change in the chimera. Second, they consider a separate study wherein neurotypical human embryonic stem cell-derived cerebral organoids were grown and transplanted into mouse and macaque models. The aim was to observe if such a transplantation method would contribute to therapies for brain injury or stroke. The authors place both studies under the lens of the 6Ps framework, assess the relevant contexts of each case, and provide relevant normative conclusions. In this way, they demonstrate how the 6Ps could be applied in future cases of neural-chimeras and cerebral organoid xenotransplantation. (shrink)

REASON AND REVOLUTION, to which Henry F. May has called attention in his noteworthy book, The Enlightenment in America, mentioned in the first article in the present series, marks the period of American colonial history from 1763 to 1776. The Declaration of Independence, I have maintained, is a consummate expression of these Enlightenment features, influenced by the thought of John Locke and others in philosophy. From cautious moderation the American movement of protest against British rule climaxed in a revolution. The (...) dynamic structure of the epoch unfolded as a kind of sorites, of which the major premises are a general philosophy of rights and a particular theory of the British Empire, the minor premises are numerous allegedly factual violations of these theoretical premises, and the conclusion is a decisive act of separation or independence. Since, however, the Enlightenment mode of revolution rested, to reiterate May's statement, on "the belief in the possibility of constructing a new heaven and earth out of the destruction of the old," the moment in history expressed by the Declaration of Independence logically leads to other moments, one of which is the formation of the American republic as both a federal and national union. This singular moment is crystallized in the Constitution of the United States, a document equal in importance to the Declaration of Independence as a symbol of the Enlightenment. (shrink)

Empirical work has lately confirmed what many philosophers have taken to be true: people are ‘biased toward the future’. All else being equal, we usually prefer to have positive experiences in the future, and negative experiences in the past. According to one hypothesis, the temporal metaphysics hypothesis, future-bias is explained either by our beliefs about temporal metaphysics—the temporal belief hypothesis—or alternatively by our temporal phenomenology—the temporal phenomenology hypothesis. We empirically investigate a particular version of the temporal belief hypothesis according to (...) which future-bias is explained by the belief that time robustly passes. Our results do not match the apparent predictions of this hypothesis, and so provide evidence against it. But we also find that people give more future-biased responses when asked to simulate a belief in robust passage. We take this to suggest that the phenomenology that attends simulation of that belief may be partially responsible for future-bias, and we examine the implications of these results for debates about the rationality of future-bias. Empirical evidence shows that people have multiple time-biases. One is near-bias; another is future-bias. Philosophical theorising about these biases often proceeds on two assumptions. First, that the two biases are _independent_: that they are explained by different factors (the independence assumption). Second, that there is a normative asymmetry between the two biases: one is rationally impermissible (near-bias) and the other rationally permissible (future-bias). The former assumption at least partly feeds into the latter: if the two biases were not explained by (...) different factors, then it would be less plausible that their normative statuses differ. This paper investigates the independence assumption and finds it unwarranted. In light of this, we argue, there is reason to question the normative asymmetry assumption. (shrink)

The starting point for this article is the question of the relationship between Darwinism and Christian theology. I suggest that evolutionary theory presents three broad issues of relevance to theology: the phenomena ofcontinuity, naturalism, andcontingency. In order to formulate a theological response to these issues I draw on the semiotics (theory of signs) and cosmology of the American philosopher Charles Sanders Peirce. Peirce developed a triadic theory of signs, underpinned by a threefold system of metaphysical categories. I propose a semiotic (...) model of the Trinity based on Peirce's semiotics and categories. According to this model the sign‐processes (such as the genetic “code”) that are fundamental to life may be understood as vestiges of the Trinity in creation. I use the semiotic model to develop a theology of nature that addresses the issues raised by evolutionary theory. The semiotic model amounts to a proposal for a new metaphysical framework within which to understand the relationship between God and creation and between theology and science. (shrink)

Hackforth and Menn make a strong case for the identity of nous and the demiurge in Plato, but I argue that it does not hold in the case of the Philebus, where the demiurge is kept in the background, and the world-soul is in fact the referent in the passage assigning nous to the class of cause as governor of the universe. In the Statesman, the world-soul had had to own the problem of natural catastrophe, and I suggest that in (...) the Philebus the role and functions of the world-soul are enhanced in an attempt to make it the basis for a solution to that problem. Heidegger's later thought is a thinking of things, so argues Andrew J. Mitchell in The Fourfold. Heidegger understands these things in terms of what he names "the fourfold"--a convergence of relationships bringing together the earth, the sky, divinities, and mortals--and Mitchell's book is the first detailed exegesis of this neglected aspect of Heidegger's later thought. Boodin's theory of knowledge was but a moment in an unfolding metaphysical system. Although Truth and Reality began with a plea for the toleration of different metaphysical interpretations, on the ground that each system is the result of the peculiar perspective afforded by the temperament of the particular philosopher, Boodin nevertheless promised in the "preface" to publish a metaphysics, entitled A Realistic Universe. This book was a bold philosophical adventure, because it claimed nothing less than the application of pragmatic method (...) to the task of constructing a metaphysical system. By this Boodin meant "... that we must judge the nature of reality, in its various grades and complexities, by the consequences to the realization of human purposes, instead of by a priori assumptions". "The only key we have to reality is what reality must be taken as in the progressive realization of the purposes of human nature". The synoptic vision afforded by metaphysics, inextricably linked to a conception of reality as that with which human purposes must cope, is moreover grounded in the procedures and results of the empirical sciences. Gorra (2020) argues that this very ambivalence is a generative resource for the author's greatest achievements, quoting Yeats's notorious dictum, "We make out of the quarrel with others, rhetoric, but of the quarrel with ourselves, poetry" (346). This can remind us of the notorious "crucible of doubt" out of which Dostoevsky allegedly forged his fiction. The Russian novelist is named (Blotner 2005, 718) as among seven of Faulkner's "masters" in the literary education of this omnivorous autodidact, with the others being Melville, Conrad, Balzac, Flaubert, Dickens, and Cervantes. In this paper I will introduce a new compatibilist account of free action: indirect conscious control compatibilism, or just indirect compatibilism for short. On this account, actions are free either when they are caused by compatibilist‐friendly conscious psychological processes, or else by sub‐personal level processes influenced in particular ways by compatibilist‐friendly conscious psychological processes. This view is motivated by a problem faced by a certain family of compatibilist views, which I call conscious control views. These views hold that we act (...) freely when we act in a way that is caused by certain conscious psychological processes. One problem for such views is that current neuroscience suggests that most of our actions are not caused by such processes. Instead, many of the actions we typically suppose are free are caused by sub‐personal level processes and hence would count as not free according to contemporary conscious control views. I argue, contra these views, that many actions caused by these sub‐personal level processes are indirectly free. Further, most of the actions we ordinarily judge to be free are free in this indirect manner. (shrink)
